Let them.
The more they try and suppress the people’s inherent right to assemble peaceably, the more publicity they give us, and the more material we will have to call them on the carpet about.
I suppose I cannot blame the government for being concerned about citizens standing up for themselves and trying to reclaim and defend their rights – after all, governments pretty much exist to control, and there is nothing more threatening to that domination than citizens not playing along.
That said, my primary concern is not with the government, but rather with the people who put it into place… after all, some of them want the government to control them (and especially others), and we are going against that trend. Our problem will not be with the bureaucratic officials, but rather with the people who voted them into power.

If municipalities can apply such onerous regulations to the right of free assembly, then there exists not such right.
Imagine being required to buy insurance in order to engage in speech. Never happen.

Not sure why they don’t hold the protest in any case. Just don’t organize it.
If you just show up you are a citizen on public property. If you happen to start talking, shouting or whatever, you still have the right to do it without providing an insurance policy.
The original right to free assembly never was defined by an organizer and most certainly never had insurance.
